The Population Management (Guernsey) Law 2016 will come into force on 3 April 2017

On 30 March 2017, the States of Guernsey voted in favour of bringing the new population management regime into force with effect from 3 April 2017.

After lengthy debate the States decided that the regime should go ahead subject to some minor changes. The new regime will go live on 3 April 2017 so from that date employers wishing to obtain permits should ensure that they are registered on the online employer portal. 

The changes to the regime do not affect the main employment permit regime. The States voted in favour of a review of the new regime being undertaken in two years to see how it is working. A review will also be undertaken of the position of those who are born in Guernsey or who first reside in Guernsey as minors and of children born in Alderney and Sark and wishing to live in Guernsey. Finally, the States voted in favour of allowing discretionary residency permits in favour of those on short term permits with an aggregate residence of 45 months or more when the regime commences (the old '9 month/3 months' arrangement).
